Fee Rates

There are three different tuition fee rates for Toronto Metropolitan University (TMU) students:

  1. Domestic Ontario fee rate is for students who are Canadian citizens or Permanent Residents, or specifically exempted by government regulation from the International rate, and are residents of Ontario. 
  2. Domestic out-of-province fee rate is for students who are Canadian citizens or Permanent Residents, or specifically exempted by government regulation from the International rate, and are residents of a province or territory other than Ontario.
  3. International fee rate is for students who do not fall within the Domestic fee rates, or who cannot provide documentation confirming eligibility for international fee exemption.

Students declare their immigration status upon applying to the university, and may be required to present documentation of their immigration status at any point while enrolled at TMU. Fee rates for new undergraduate, law and graduate students are confirmed by the university in early August when tuition and fees are applied to students’ records.

Students who meet the eligibility requirements for another fee rate can apply to have their fee rate changed. See below for information on deadlines, update instructions and eligibility requirements.

Fee Rate Changes

The deadline dates to submit your fee change request and to have your fees revised to reflect the updated fee rate are:

  • Fall term: October 31
  • Winter term: January 31
  • Spring/summer term: June 25

Newly admitted students will have access to the update request forms starting in early August. If you are a prospective student or have questions about fee rate changes, please send your questions through the  (google form) ServiceHub Help Form (external link, opens in new window) 

We recommend submitting supporting documentation well before deadline dates, in case additional documentation is required after review. It is not possible under any circumstances to retroactively change your fee rate once the deadline has passed.

Requests to update fee rates from international to domestic Ontario can be submitted ahead of term deadlines using the  (google form) Fee Rate Submission Form (external link, opens in new window) . This form is available to current students. Newly admitted applicants will have access to the form by early August. 

Supporting Documentation

Students requesting fee rate updates must submit the following:

  • Photo ID for student (OneCard, passport, driver’s license, etc.)
  • Official documentation supporting fee rate exemption
  • Official documentation supporting dependency status, if applicable

Submission Instructions

Documentation will be reviewed within five business days of submission. Upon review, you will receive an email confirming the status of your request.

Applicants to the Yeates School of Graduate and Postdoctoral Studies programs should submit supporting documentation directly to Graduate Admissions.

Requests to update fee rates from domestic out-of-province to domestic Ontario can be submitted ahead of term deadlines using the ON Tuition Fee Rate Request form. This form is available to current students via eForms on MyServiceHub. Newly admitted applicants will have access to the form by early August.

  • Official documentation supporting dependency status, if applicable

Submission Instructions

  1. Sign into my.torontomu.ca (opens in new window)  and select MyServiceHub
  2. Select the eForms Center
  3. Select ON Tuition Fee Rate Request
  4. Complete the form and attach the required documentation

Your submission will be reviewed within five business days, and a decision sent to your student email. Complete submissions must be submitted by the deadline for the semester. Fee rate changes will apply to future terms while enrolled in the same program.

Fee Rate Eligibility

The following categories are eligible for the domestic Ontario fee rate and exemption from the international fee rate. Eligibility will be confirmed after review of official supporting documentation by the Registrar’s Office. At the University’s discretion, additional required documents may be requested to assess your application for exemption.

Category

Description

Supporting Documentation

Canadian Citizen, or dependent thereof

A citizen of Canada within the meaning of the Citizenship Act

Valid Canadian passport, citizenship certificate or card, Certificate of Indian Status, birth certificate, OR naturalization certificate

Permanent Resident, or dependent thereof

A permanent resident within the meaning of the Immigration Act, 1976


A person who has been granted permanent resident status; or who has received official confirmation that they have met "all the preliminary requirements" for permanent residency status.

Permanent Resident Card, OR confirmation of permanent residence document from IRCC (Immigration, Refugees and Citizenship Canada) signed by an immigration official

Work Permit holder, or dependent thereof

A person who has been issued a work permit allowing them to work and remain in Canada. See the Work Permits list below for exclusions and exceptions.

Valid work permit. See the Work Permits list below for exclusions and exceptions for full details.

Convention Refugee, or dependent thereof

A person who has been admitted and officially recognized as a Convention Refugee within the Immigration Act 1976 – Official document from Refugee Protection Division.

Note: Claimants in the application stage are ineligible for domestic fee rate.

Person with diplomatic status, or dependent thereof

Admitted to Canada with official accreditation from the Canadian Government who is in Canada to carry out official duties as a diplomatic or consular official.

Passport with proof of diplomatic status, diplomatic status card, official letter from head of the diplomatic station, OR official letter from the United Nations.

Protected Person, or dependent thereof

A person deemed to be a protected person within the meaning of subsection 95(2) of the Immigration and Refugee Protection Act.

Work Permits

Visitors with the following types of Work Permits, and their dependents, are not eligible for the domestic Ontario fee rate:

  • A visitor who is a graduate teaching assistant
  • An international student holding a work permit to complete his/her co-op, internship or medical residency employment
  • An international student holding an open work permit for post-graduate work;
  • An international student whose spouse or common-law partner has received a work permit as a result of the international student holding a valid Study Permit
  • An international student holding an "Off-Campus Work Permit"

Visitors with the following types of exceptional Work Permits, and their dependents, may be eligible for the domestic Ontario fee rate:

  • A refugee claimant holding an open work permit

To be eligible for the domestic Ontario fee rate, students must currently live in the Province of Ontario and had resided in Ontario for a 12-month consecutive period prior to attending post-secondary studies.

You must not be considered a resident of any other province OR accessing out-of-province government funding.

Fee rate changes consider students’ individual residency history, as well as the residency history of parents or spouses, if applicable.

Dependent Students

Dependent students’ residency is based on their family’s residence, and are defined as students who meet all of the following criteria:

  • Have been out of high school for less than four years; and
  • Have never been married or in a common-law relationship; and
  • Have never been a single parent with legal custody and financial responsibility for supporting child(ren); and
  • Have not established financial independence from parents by working full-time for 24 months in a row by the start of their post-secondary studies.

Required documentation for dependent students include one of the following:

Category 1

Page 1 of your Notice of Assessment confirming an Ontario address, from the tax year prior to commencing post-secondary studies.

Category 2

Page 1 of your parent’s Notice of Assessment confirming an Ontario address, from the tax year prior to commencing post-secondary studies and proof of dependent relationship.

Suggested supporting documentation demonstrating the dependent relationship between you and your parents:

  • A Canadian long form birth certificate with parental information
  • A notarized affidavit confirming dependent relationship with parental information
  • A foreign birth certificate with parental information, and translated into English, if applicable
  • Parent’s Record of Landing document (IMM 1000) with list of accompanying family members
  • Parent’s Confirmation of Permanent Residence Visa with list of accompanying family members
  • Notice of Decision document from the Immigration and Refugee Board of Canada with list of accompanying family members
  • Proof of adoption documents with parental information

Documents demonstrating the dependent relationship to your parents must include your full legal name.

Independent Students

Independent students are deemed to be independent of their parents, and are defined as students who meet at least one of the following criteria:

  • Have been out of high school for four or more years as of the start of their post-secondary studies
  • Has established financial independence from parents by working full-time for at least 24 months in a row prior to the start of their post-secondary studies
  • Married or in a common-law relationship
  • Widowed, divorced, or separated with no children
  • Both parents are deceased

Required documentation for an independent student includes one of the following:

Category 1

Page 1 of your Notice of Assessment confirming an Ontario address, from the tax year prior to commencing post-secondary studies.

Category 2

Page 1 of your spouse’s Notice of Assessment confirming an Ontario address, from the tax year prior to commencing post-secondary studies and proof of relationship.

Upload proof of marriage, or proof of common law relationship status for a period of three years:

  • Proof of Marriage
    • Marriage certificate 
  • Proof of Common-Law Status for a period of 3 years
    • Declaration of a common law union (IMM 5409)
    • Notarized affidavit of common-law status
    • Document with both names providing evidence of cohabitation for the last 3 years such as a tax statement, mortgage statement, property tax bill, or lease agreement. 
  • Proof of cohabitation for any period and proof of dependent children (natural or adoptive). 
    • Proof of a dependent child such as a Canadian long form birth certificate with parental information, a foreign birth certificate with parental information and translated into English if applicable, or proof of adoption with parental information.
    • And one of the following:
      • Declaration of a common law union (IMM 5409)
      • Notarized affidavit of common-law status
      • Document with both names providing evidence of cohabitation for the last 3 years such as a tax statement, mortgage statement, property tax bill, or lease agreement

Common-law partner

Living together in a conjugal relationship for not less than three years, or living together in a conjugal relationship and are raising any children of whom they both are the natural or adoptive parent.

One of the following documents is required: 

  • Declaration of a common-law union (IMM 5409)
  • Notarized affidavit of common-law status 

AND  all of the following documents are required: 

  • Both partners’ Notice of Assessment statements from the Canada Revenue Agency for the past 3 years, indicating the same address.
  • Both partners’ Proof of Income Statement from Canada Revenue Agency showing that taxes for the past 3 years have been filed as Common Law. 

AND one of the following documents is required: 

  • Property tax bills demonstrating three years of cohabitation at the same address with both partner’s names.
  • Residential lease agreements demonstrating three years of cohabitation at the same address with both partner’s names.

Dependent child, or dependant child of a spouse or common-law partner

A child who is a biological child who has not been adopted by a person other than the spouse or common-law partner, or an adopted child; and who is in one of the following situations of dependency:

  • under age 22 and does not have a spouse or common-law partner
  • enrolled continuously at a college, university or other educational institution and dependent substantially on the financial support of the parent since before age 22 or since becoming a spouse or common-law partner if that occurred before age 22
  • a person with a disability who has been financially supported substantially by his or her parents, and who is unable to be self-supporting because of the disability

Birth certificate (long form), adoption certificate, OR family certificate (available in some jurisdictions)

Note: for dependent child of a spouse or common-law partner, supporting documentation of parent’s relationship as spouse or common-law partner is also required

Dependent child of a dependent child A dependent child of the dependent child referred to above. Birth certificate (long form), adoption certificate, or family certificate (available in some jurisdictions)

The following students are ineligible for the domestic fee rates, and will be charged at the International fee rate:

  • Students who are contacted by the Registrar's Office and do not present proof of immigration status documentation as requested.
  • Individuals with a Student Visa, or other non-exempt type of Visa/Permit.
  • Refugee or protected person claimants while in the application stage, and prior to the receipt of an official written response of the final decision.
  • Individuals who cannot provide proof of immigration status or exemption under the domestic Ontario fee rate categories listed above.
  • Students who provide proof of immigration status or exemption after the deadline date for the term.
