Paul Williams, PhD., is Professor Emeritus, Institute of Health Policy, Management and Evaluation, Dalla Lana School of Public Health, University of Toronto. He was founding Director of the Health Services Management Program at Ryerson University (now TMU) and Director of the MSc/PhD Program in Health Services Research at U of T.

Paul’s extensive research work focuses on the design, delivery and outcomes of community-based services and supports for vulnerable people including older persons with multiple chronic health and social needs and their unpaid care partners, persons living with dementia, families of children with complex medical needs, First Nations, and LGBTQ2S+. 

Internationally, as Visiting Professor, he has taught courses in community-based systems of care for ageing populations in countries including the UK, China, Netherlands, Mexico, Hungary, Ukraine, Jordan, Israel and the Palestinian Authority. Most recently, from 2015 until 2023, Paul was Visiting Professor of Canadian Studies (In Residence) at Kwansei Gakuin University, Japan.

Paul is strongly committed to community service. In addition to serving as a consultant and reviewer for numerous public and private sector agencies, he has served on the boards of community-based organizations such as the Ontario Community Support Association, the Anne Johnston Health Station, Bellwoods Centres for Community Living, and Carefirst Seniors.
