Letter of Permission
The eligibility requirements for the Letter of Permission were updated in November 2025. All submissions for the Winter 2026 term will be assessed based on the revised criteria.
A Letter of Permission (LOP) permits a Toronto Metropolitan University (TMU) student to enrol in a course at another accredited post-secondary institution while confirming the credit will be applied toward their TMU program of study.
Credits will not be granted for courses taken at another institution if an approved Letter of Permission has not been issued prior to course enrolment. Students must meet eligibility and satisfy all other requirements.
Fee: non-refundable Letter of Permission processing fee of $50 per course (subject to change).

- You must be active in an undergraduate program of study or registered in a certificate program and eligible to enrol at Toronto Metropolitan University (TMU).
- You must have a clear academic standing (minimum 1.67 CGPA) at TMU when you submit your application and in the session prior to enrolment at the host institution.
- Students in their first term of undergraduate studies, who do not yet have an academic standing, are not eligible for a Letter of Permission (LOP).
- You must not have a hold on your student account with an enrolment impact preventing you from adding or dropping courses at TMU.
- You must not exceed the transfer credit limit of 50% of your TMU program requirements (including LOP, Transfer Credits and Challenge Credits). Students admitted through Direct Entry are generally not eligible.
- Courses taken on a formal exchange program are an exception.
- A maximum of three (3) LOPs is allowed during your academic career.
- For the G. Raymond School of Continuing Education certificate programs, a maximum of three (3) LOP courses, not exceeding 50% of the certificate requirements, is allowed.
- The course outline must be for the current academic year and should include the following information:
- Host Institution Name and Website
- Course Code and Title
- Contact hours (at least 36 hours)
- Instructor name and contact information, if available*
- Mode of Delivery (opens in new window) (in person, hybrid/blended, or online)
- Length of the course (start and end dates or number of weeks)
- Grading scheme
- Course Evaluation/Assessment Breakdown
- Textbook and/or Course Materials, if applicable
*Note: Engineering programs require the instructor's name and that they are a certified Professional Engineer (PEng)
- Courses must be developed, assessed, and delivered at an accredited, degree-granting post-secondary institution. Courses offered through third-party affiliations on behalf of host universities or colleges will not be eligible for a LOP. TMU reserves the right to deny a LOP request at its discretion.
- The course grading scheme must be either letter or percentage grades (Pass/Fail courses are not accepted).
- The course at the host institution must be deemed academically equivalent in content and depth to the course at TMU. It must meet or exceed the instructional hours and duration of the TMU course. The teaching department is responsible for assessing course equivalency.
- Courses must be of equivalent weighting and must meet or exceed the same number of instructional hours (i.e., 36 hours) and duration (i.e., 12 weeks) as TMU courses.
- Courses offered through international summer programs are not eligible.
- Summer programs offered through TMU Global Learning may be eligible.
- Courses that have an academic variation (including Academic Standing Variation or Graduation Requirement Variation) are not eligible.
- Short/intensive, expedited, or self-study courses will not be considered.
- The Explore Program (external link, opens in new window) is an exception to this condition.
- You must have completed the prerequisite course(s) required for the course you intend to receive credit for at TMU. However, if you are currently enrolled in the prerequisite course, you may be granted permission to apply for the LOP for a future term.
- The course must apply to your TMU program curriculum requirements.
- The course level at the host institution must match the TMU course level (i.e., degree level for degree-level courses). Courses completed at a higher level (degree) may fulfill the requirement for a lower-level (certificate) course.
- You cannot request a LOP for a course that you have already successfully completed at TMU (or received credit for the course(s) via transfer credit).
- Faculties or programs may apply additional restrictions on Letters of Permission through their bylaws.
- The School of Computer Science (CPS) does not approve courses that are delivered online.
- The Department of Mathematics (MTH) does not approve courses that are delivered online.
- Engineering students require the approval and signature of the Dean of the Faculty of Engineering and Architectural Science for Engineering, Computer Science, Mathematics, Physics, and Science courses.
- Liberal Studies courses must have a significant writing component and require approval and signatures from the relevant department in the Faculty of Arts.
- TMU reserves the right to deny LOP requests if the course is offered at TMU.
- Courses from accredited universities will be considered for transfer credit when successfully completed with a minimum grade of 60 percent or C-.
- Courses from accredited post-secondary colleges and institutions of technology will be considered for transfer credit when successfully completed with a minimum grade of 70 percent or B-.
- Some college courses will not be considered for transfer credit regardless of the grade achieved.
- Course(s) must be completed in the term approved on the Letter of Permission in order to receive credit at TMU. LOP is invalid if courses are not completed in the approved term.
- Courses taken on a LOP will count toward cumulative course attempts.
- Courses taken on a LOP will not count in the term or the cumulative GPA (grade point average).
- Upon completion of the course(s) final, official transcripts must be requested from the host institution and sent to the Transfer Credit Unit at TMU.
- Only upon successful completion of both the specified prerequisite course(s) and the approved LOP course from the host institution will transfer credit be posted to your TMU academic record.
- Obtain a detailed course outline in PDF format from the host institution.
- Access the online (google form) Letter of Permission application form (external link, opens in new window) . If asked to sign in, please use your university email account.
- Fill out steps 1-4 of the application for the course you wish to take elsewhere. You must submit one application and payment per course.
- Go to eForms in MyServiceHub to make the payment using the LOP payment form.
- Enter the payment authorization code and form ID number from the payment confirmation page into the google form to complete and submit the application.
Processing Time: 10 Business Days. Longer than normal processing times may apply during busy periods.
Final decisions will be available in your MyServiceHub account in the Communications tile.

- You have ninety (90) days from the time of completion of the course to have the LOP credit posted to your TMU student record. If the Transfer Credit Unit has not received an official transcript sent directly from the host insitution within 90 days of course completion, you will no longer be eligible to receive the credit.
- Transcripts for courses completed in a student's graduating year must be received by the final date to clear all outstanding academic graduation requirements to be eligible for graduation as published in the University's Significant Dates (opens in new window) . More information on Significant Dates for Graduation and Convocation (opens in new window) can be found online. Note: It can take several weeks from completing the course to when the host institution issues a transcript. If you have applied to graduate, the transcript must be received by the first week of May.
- An official transcript issued by the host institution must be submitted to the Transfer Credit Unit in one of the following ways:
1. Official transcripts can be sent electronically directly from the school to the Transfer Credit Unit at: tcredits@torontomu.ca
2. Submitted directly from the host institution via surface mail to:
