Tenzin Khentse is a PhD student in Policy Studies at Toronto Metropolitan University. His research examines Canada’s Seasonal Agricultural Workers Program, with a focus on the vulnerabilities created by closed work permits and their role in facilitating the exploitation of migrant workers. The study combines literature review, qualitative fieldwork, and policy analysis to assess how restrictive labour policies shape migrant workers’ lived experiences and to explore pathways toward more equitable protections.

Before beginning his doctoral studies, Tenzin earned a master’s degree in Transnational Migration from the University of Lille. He previously worked as a youth coordinator at the FCJ Refugee Centre in Toronto, where he led anti-human trafficking initiatives and co-facilitated the Youth Alliance Against Human Trafficking program. He has also supported survivors through Temporary Resident Permit (TRP) and Humanitarian and Compassionate (H&C) applications, integrating academic insight with frontline advocacy.
