Toronto Metropolitan University has appointed The Honourable Mary Lou Benotto as an external reviewer to review recent concerning incidents on or near our campus.

Justice Benotto will lead a thorough and judicious review focussing on the events in question, how TMU manages protests, events and demonstrations, and how we balance freedom of expression, campus safety and the orderly functioning of the university.

At the conclusion of her review, a report and recommendations will be submitted to TMU leadership and shared with the TMU community.

An invitation from the Honourable Mary Lou Benotto

Toronto Metropolitan University (TMU) has appointed me, a retired judge of the Court of Appeal for Ontario, to conduct an external review of a Dais Democracy Forum event held on September 19, 2025, and an event organized by a student group and held external to TMU's campus on November 5, 2025.

This Independent Review will:

  • provide a fair, accurate and impartial account of the events on and off campus;
  • make recommendations to the Vice-President Administration and Operations with respect to TMU policies, procedures and practices relating to expression, campus safety and security.

I am working with lawyer Margot Finley. We welcome students, faculty, staff, and all others who have information about the events or who wish to make recommendations, to participate in the review by meeting with us or by providing written submissions. We will keep your information confidential if you wish.
