Gouverner les migrations pour perpétuer la mondialisation : Gestion migratoire et Organisation internationale pour les migrations

La Chaire d’Excellence de Recherche du Canada en Migration et Intégration (CERC Migration) a le plaisir d’annoncer le lancement de l’ouvrage « Gouverner les migrations pour perpétuer la mondialisation : Gestion migratoire et Organisation internationale pour les migrations » écrit par Younès Ahouga, postdoctorant à la CERC Migration, et publié en libre accès (external link)  auprès des Presses de l’Université d’Ottawa.

L’ouvrage examine comment l’Organisation internationale pour les migrations (OIM) formula, promut et matérialisa l’imaginaire de la gestion migratoire. Cet imaginaire réduit la complexité des migrations pour les rendre intelligibles, les gouverner d’une manière dépolitisée et technocratique, et pour perpétuer les flux de la mondialisation.

L’ouvrage souligne la nouvelle trajectoire de l’OIM qui n’est plus l’instrument passif des États du Nord global dans la lutte contre la migration irrégulière. Fort de l’analyse de réunions et de documents de l’OIM, l’ouvrage démontre que l’organisation façonna la gouvernance migratoire de manière décisive entre le début des années 2000 et 2018 en critiquant la sécurisation des migrations, en corrigeant l’exercice de la souveraineté étatique, en élaborant des interventions technocratiques pour résoudre les crises migratoires et humanitaires, et en poussant pour l’adoption du Pacte mondial pour les migrations.

Governing Migration to Perpetuate Globalization: Migration Management and the International Organization for Migration

CERC Migration will host the launch of Gouverner les migrations pour perpétuer la mondialisation : Gestion migratoire et Organisation internationale pour les migrations, by CERC Migration Research Fellow Younes Ahouga and published in open access (external link)  by the University of Ottawa Press.

The book examines how the International Organization for Migration (IOM) formulated, disseminated, and materialized a new imaginary of international migration management. This imaginary reduces the complexity of migration to render it intelligible and governable in a depoliticized, technocratic way, and to perpetuate the flows of globalization.

The book shows a new trajectory for IOM which is no longer the passive instrument used by the states of the global North to fight against irregular migration. Drawing on analyses of IOM meetings and documents, the book demonstrates that the organization shaped migration governance in decisive ways from the 2000s to 2018 by criticizing the securitization of migration, correcting the exercise of state sovereignty, devising technocratic interventions to solve migration and humanitarian crises, and advocating for the adoption of the Global Compact for Migration.
